NEWPORT CITY — A draft report about international Lake Memphremagog recommends that Vermont and Quebec get on the same page when it comes to the regulation of how runoff introduces phosphorus into the lake’s waters.

The report, requested by the International Joint Commission, also recommends that the Vermont and Quebec governments reauthorize the Quebec Vermont Steering Committee and provide more funding for communication with local governments and those who live and work in the watershed in both countries.
