NEWPORT CITY — An attempt by Newport City Manager Laura Dolgin to see Zoning Administrator Charles Elliott removed from office failed Monday evening, an attempt one planning commission member called deeply troubling, “unethical” and “wrong.”

The city council refused to act to replace Elliott after a marathon executive session requested by Elliott. The closed door meeting at first involved Dolgin, planning commission members and the chairman of the development review board and then just Elliott.
