NEWPORT CITY — With Newport City’s downtown vacant lots as a backdrop, U.S. Attorney Christina Nolan on Wednesday afternoon announced federal charges against Bill Stenger, Ari Quiros and two other men of conspiring in a multi-year scheme to defraud immigrant investors through the EB-5 program.

Stenger of Newport City, former CEO of Jay Peak Resort, and Jay Peak owner Quiros and business partner William Kelly, both of Florida, pleaded not guilty Wednesday morning in U.S. District Court in Burlington to criminal charges based on a grand jury indictment in connection with their management of the ill-fated AnC Bio bio-medical plant in Newport City.
