Most major federal regulations could not take effect until they were approved by Congress and the president, under legislation sponsored by Kansas Republican Sen. Sam Brownback and Arizona GOP Congressman J.D. Hayworth.

Since too many unelected federal bureaucrats meddle with the private sector, the above proposal sounds look a good idea. But we somehow don't expect to see President Clinton endorse the Brownback-Hayworth bill any time in the near future.
